The MENA Cloud Alliance proudly introduces the Cloud Policy & Regulation Index 2026 — a focused benchmarking initiative assessing the regulatory, policy, and government landscape shaping cloud and AI adoption across the MENA region.

This edition - which will be released in May - represents a strategic evolution of our flagship index. While previous versions examined the broader cloud ecosystem, the 2026 Index concentrates exclusively on the legal, regulatory, and national policy frameworks that enable — or constrain — digital transformation.

The Index evaluates government visions, cloud-specific regulations, data governance frameworks, AI policy alignment, cross-border data considerations, cybersecurity requirements, and institutional readiness across fourteen MENA countries.

By isolating the policy dimension, the Index provides decision-makers with a clear, comparable, and actionable view of how regulatory environments impact cloud deployment, digital sovereignty, and AI-driven innovation.
